What is the threshold of the "skirts" fruit rollups? You might try coconut macaroons for the color tassels. Or honey for paste clusters used to form a ball and insert it into the hands of the person of gingerbread?
Small banners and flags and pompoms. balloons.etc would .. good clumps or clusters .. but hard to do .. different .. Color of ice cream and hundreds and thousands sprinkled on ice .. I hope your party goes well .. Jelly and ice cream is my favorite of Frank ...
What ponytail on the string licorice? Gummy into belts and skirts of rubber sheets into triangles in different colors to create the pleated skirt and stuck with ice, good luck!
